Ohio State Highway Patrol troopers have charged a Mt. Vernon man with operating a motor vehicle under the influence, his eighth lifetime OVI. Donald A. Doup was arrested Sunday after a one-vehicle traffic incident on Porter Road at approximately 4:30 pm.

He is scheduled to appear in Mt. Vernon Municipal Court on Feb. 23.
